So I work for a procurement company for the US Marines and Army. I work for an indian woman who sits in her home office and searches google for the best prices on items on quotes she receives from a contact in the Military. She then calls tons of different companies, finding the best prices, requesting quantity and GSA (federal gov't) discounting.
GSA contracting requires authorization, which we do not have. This basically means she's getting good prices which are intended for the government and reselling back to the government for ridiculous markup. I've seen the figures she's pulling in, and they have no idea what the prices are on the items she's buying because they are in another country obviously.
I don't support the war, and I'm not fond of our government, and I'm also not fond of my job. I want to quit, and thus brings us to the interesting part.
My job is to make calls and do the same thing she does. Many distributors request that we give them the address and facility we will be sending the products to, because they want to sell directly to the military themselves and make a better profit then they would by selling to us.
If I were to sell the contact that my boss has in the military to the companies who want it, would that be some type of fraud, or prosecutable by law in any way?
The reason I wouldn't feel bad about doing that is because of how she manipulates people into thinking we have GSA licensing.

You're dealing with some complicated legal issues here. I don't see any problems unless you're bound by a non-disclosure agreement, but this is something you really need to contact a lawyer about.

I don't know if it would be fraud or not. There's all sorts of deceptive trade practices laws that are pretty liberal.
A better option if you want to screw her over, is get a copy of the contract, read up on the law and procurement policies, and consider bringing a "false claims act" suit.
Pretty much, my understanding, you prosecute for the government and can get huge awards, awarded as a percentage I believe, if the trial finds that she screwed the govenrment illegally in certain circumstances. If the liability is obvious enough or large enough you could probably get a lawyer who specializes in such to bring the suit for commission only.
Why sell to the government when you may get a large sum back and legal protection from discharge?
Even if you are unsuccesful or you never file suit yourself, you'll be protected from any kind of retaliation from your boss and will make you much more untouchable than if you simply sell the company behind her back.
Check out the false claims act, people have made tons of money off of it.
