Police: Students Pooled Money to Buy, Sell Marijuana
Montgomery County police said today they expect to make more arrests in a bust involving three pounds of marijuana and students at Walt Whitman High School in Bethesda, Winston Churchill High School in Potomac and Woodrow Wilson High School in Northwest Washington.
Investigators believe that several students pooled money to buy an unspecified amount of marijuana to sell to other teenagers, police said. Detectives found $6,600 and scales at one of the student's homes, they said.
Thus far, detectives have arrested two adults and two students -- a 17-year-old male from Walt Whitman and a 17-year-old female from Winston Churchill. Among the suspects not charged is at least one student from Woodrow Wilson, police said.
The investigation began Friday, after detectives received a tip that drugs were being distributed in the 800 block of Ivy League Lane in Rockville. Detectives went to that block and saw a man enter a house and then leave, carrying a bag, several minutes later.
Officers watched him get in a vehicle, followed and pulled him over for traffic violations, according to police. Officers smelled what they thought was marijuana, and called in a drug-sniffing dog. They found 8 ounces of "high-grade" marijuana in the trunk, police said.
Carlos Marroquin, 21, of the 9100 block of Kimes Street in Silver Spring, was charged with possession of marijuana, according to the police. He was released on his own recognizance. Officers also learned Marroquin had bought marijuana from a man at the house known only as "Paul," police said.
Back at the house, police said, detectives saw a male and female go inside, coming out with a third person -- fitting the description of "Paul." The officers followed their vehicle and then pulled it over. Police said they found 2 1/2 pounds of marijuana in the trunk.
One of the occupants was the 17-year-old Walt Whitman student, police said. They went to his home, where they found additional marijuana, ecstasy, scales, $6,600, psilocybin mushrooms and packing materials, according to police. Police charged him with possession with intent to distribute.
Authorities charged a second occupant of the vehicle, a 17-year-old female, with the same offense. Both students were charged as juveniles and released to family members, police said.
The third occupant, was identified as Paul Peckham, 18, of the 800 block of Ivy League Lane in Rockville, police said. He was charged with possession with intent to distribute and other drug charges. He was released on $50,000 bond. Officers searched Peckham's house, where they said they found marijuana, $2,600, packing materials and scales, police said.
In all, police said, they have found $12,000 worth of marijuana in the case so far.

The thesis that I want to advance today is that the drug war and the laws that prohibit the private consumption of certain drugs are unconstitutional. Prohibition laws, themselves, violate every tenet of limited government that is embodied in our Constitution.
