I may be wrong but I think it was used years ago to compete against other gas stations,but doesnt mean shit now?
Like I said i am probably wrong but someone told me why once and that is about all I can remember

I always figured it was so they could basically get you for one more cent than you'd think by quickly looking at the price.

I don't believe anyone said it was rounded. It's just $0.009 cents more than the displayed price. So in all practicality, it is one more cent than the billboard says. There's no rounding involved. You even see a "9/10" at the end of the price sometimes. Same thing.

Yes, but there is not thousandth of a dollar coin so it must be rounded to the nearest penny, which it is. As long as you buy six gallons, you win the rounding.

EDIT ..further research reveals that state govts used to issue $0.001 sales tax tokens..which made it possible to pay the $0.009...back then you could go to the local bank or supermarket and buy a roll of 100 tokens for a dime.. and spend 9 of them when you filled up the lawnmower...
