Do you have the mentality of a seven year old?
I doubt that scaring the shit out of that kid by screaming at him and cuffing him will do much good towards improving his attitude. In fact, it will probably crush his fragile seven year old mind (therapy, anyone?). I think most kids go through one or more mean streaks, and it's no wonder little kids are acting out like this with the video games they're allowed to play (stolen car rampaging sound familiar?).

I think that having a big scary cop yelling in his face would be better for him than having to watch the paramedics roll away some person he just killed, possibly his own friend. Obviously this kid doesn't realize how serious this was...

"I don't want him to continue in this direction so I'm doing the best I can do to get him help," Stratford said.
Latarian is undergoing a mental evaluation over the attack.
