This is good advice. Go through the proper channels first.
Invite both the property manager and your neighbor to look around if they'd like. Then after they walk through and everyone is saying their good byes, mention to BOTH your neighbor and your property manager that deformation of character is an offense  Its hard to prove it but as long as you have a witness when you tell your neighbor this, it may help.
Personally, I'd move. If your neighbor is so concerned with your business than who knows what he's really up to.

let your mutual acquaintance try and talk to the guy and iron things out... maybe catch him yourself and invite him other for a beer or something. If you aren't doing anything wrong, don't have anything to hide and are friendly, you should be able to smooth things over..
otherwise, like Lana, I'd move.. screw living somewhere where your neighbors are that concerned with what you're doing, and that stubborn as to not give you a chance to prove yourself..
