I was walking down the state owned road and I get to his house theres a sign post saying, No Trespassing..This lady runs out of the home, yelling "Your Trespassing, Next time I will call the cops" I'm like WTF, I'm on the street..

This should be in security and safety.
In general, you have a common law right to use the public ways. This includes taking such acts as are required for safely traveling and as neccesary to travel.
For example, if a tree fell across the only road you had to get home, in my state you could drive around it onto someone's property if neccesary. Same w/ a tree in a creek.
What state are you in?
As long as any contact you had with her property was reasonably related to the safety needs, its likely permissable.
Next time I advise explaining the above to her and throwing a rock through her living room window- old people don't remember too well so you have to do something to make it stick. And she was old, wasn't she?

On residential streets with no sidewalks, people often think their property goes right up to the curb, but there is almost always 5 meters or so that is part of the city right of way. You could even sit there in the grass having a picnic and they can't do a damn thing.

This isn't generally true in my area. Rights of way granted to the government usually aren't owed to others, same w/ utility easements and such, they're only for a specific purpose. That said the city could certainly get rights of way for the general public, but that's not done around my neck of the woods. You just have a common law right to travel on the public ways which includes neccesary intrusions on private property, but that doesn't grant you license to use the property for other purposes.
