Where does Americas black budget come from and whats it being used for?
My guess is it comes from drugs and is being used for highly advanced military technology. Theres certainly evidence that indicates this to be true.

Between the rape of the american taxpayer/purchaser of goods and services and the Feds ability to print money out of thin air I imagine they've got all they need. Though some "black budget" drug money wouldn't hurt either.
