A technocracy would fail the people because the powers who select the decision-makers, bureauocrats, etc. would select people who would cater to their desires and power structures rather than selecting people who are truthfully most skilled or most qulified. This goes back to zappa's benign dictator idea, of course. It is, in a way, too bad it's a natural impossibility. Definitely an interesting idea though.
