American intelligence officials plan to present US legislators with evidence reportedly showing North Koreans building a nuclear plant in Syria.
CIA officials have concluded that the al-Kibar facility bombed by Israeli jets last September was an incomplete plutonium nuclear reactor modelled closely on North Korea’s Yongbyon plant.
The agency claims to have a video showing North Korea workers on the site.
The report alleging North Korean involvement, which would violate international agreements on the spread of nuclear technology, will be presented to members of the Congressional intelligence committees later today.
News of the tape comes at a delicate time when diplomats are attempting to overcome an impasse between Washington and Pyongyang over a missing portion of plutonium in the North Korean stockpile.
In an agreement last year, the US, South Korea, China, Japan and Russia agreed to grant North Korea energy subsidies, plus major diplomatic and security benefits in return for dismantling its nuclear programme.
But the talks have been stalled over the detailed declaration, which was promised by the end of 2007.
The North said it delivered the documentation last November but the US said it was incomplete.
In particular, Washington said Pyongyang must clear up suspicions about an alleged secret uranium enrichment programme and suspected proliferation. The North denies both activities.
According to numerous reports, the North, in a face-saving gesture, will merely “acknowledge” US concerns about the two issues in a confidential document to the United States.
It would detail its admitted plutonium operation, which is based on the Yongbyon reactor, in a formal declaration to talks host China.
Reports said that the video showing North Koreans inside the Syrian reactor would demonstrate that Yongbyon was the model for al-Kibar, including an “identical” configuration and the same number of holes for fuel rods.
One American official said the footage was “very damning.”
Syria’s ambassador to the US, Imad Moustapha condemned the reports, accusing the intelligence agencies of manufacturing evidence as a pretext for war.
“If they show a video, remember that the US went to the UN Security Council and displayed evidence and images about weapons of mass destruction in Iraq ,” he said.
“I hope the American people will not be as gullible this time around.” __________________________________________________

This could be a nice out for NK... if they admit to everything they have done (assuming it is true) as proof that they want to become 'good', it turns Syria into the new bad guy and gets NK off the hook.

Assuming o' Uncle Kim is in any way rational this would make sense.
But since he's bat-shit fucking crazy, I imagine it'll just reinforce his paranoia. And you know every time we agree to anything with him he is spinning it in his country that he pulled one over on the Americans.
Those people must be ridiculously beat down, to put up with his nonsense.
