If you want to buy a vehicle, now would be a good time to buy. Its good for your failing economy and you're turning paper money of dwindling value into a tangible asset.
If I needed a vehicle and lived in the US, I would buy one BEFORE the elections, and buy a second-hand one that has many years left to it, and many miles to the gallon, preferably a common car which it is easy to get (used) spare parts for.
What you want for your Recessiomobile:
-low cost car - preferably used (saving $ now) -long service life left to it (saving future $) -low maintenance car (upkeep) -low fuel consumption (upkeep) -lots of used spare parts available (collapsing society) -capacity to take your family and a lot of luggage a long distance (forced migration)

This is the kind of car to buy no matter what the economy is like.

That's a real depressing way to look at the U.S. right now but, it's looking more and more like the truth.

Dollar is gaining strength and so is our economy. They say the liquidaiton crisis is behind us.
Cars are bad investments nearly all the time. Almost all of them will only depreciate. (you can claim depreciation for your vehicle on your taxes)

Not unless the vehicle is used for business purposes, and you choose to claim depreciation and actual expenses rather than the per mile deduction.

They didn't say liquidation crisis. In this article it suggests that last week was a bottom.

We have reached a bottom, imo.

Maybe a bottom before the floor falls out from under our economy. Inflation is gonna be terrible and we will feel it, hard, before the year is out. To the OP: Unless you are going to be taking out substantial credit to purchase this car, there is never going to be a 'proper' time to buy a car. If you can get a killer deal now, then go for it, if not, wait a month and see what happens.

This sounds like baseless speculation to me.

"They" are simply the general sentiments being expressed by most economists, analysts, CEO's, and stock market investors who choose to make public comments on the aggregate economy. Of course, there will still be "other shoes to fall" with respect to the credit crunch, weak dollar, and contracting economy... but the stock market in particular works as a forward pricing mechanism.
Given recent government actions to explicitly secure deposits at a failing bank (i.e. Bear Sterns), in lowering interest rates, and in helping take bad debt off of the balance sheets of the country's major lenders; in addition to data that came out this week showing existing home sales increased for the first time in a long time last month (though the median price was still lower than the prior month), as well as the fact that mortgage interest rate resets on many of the most troubled ARM's that were issued to non-qualified buyers, will be over soon; in addition to moderating commodity prices and a strengthening dollar, are all helping bring confidence back to the financial system, which in turn brings back liquidity as scared investors/lenders are now "doing their thing" again and putting their money - which was previously sitting stagnant on the sidelines - back to work in our economy.
Therefore, it is reasonable to assume that while we are by no means "out" of the recession at this point, and while we could still see another major financial institution fail, and while there will still be continued weakness the housing sector; the overall financial market is beginning to believe that this is the turning point. Now that liquidity is improving, lenders are beginning to lend again so that people in a bad loan can refinance, the system can begin to repair itself instead of continuing to free-fall, as it had been up to this point. This doesn't mean that the value of your home is going to go up next week, or that all the people who lost their jobs over the past 6 months are immediately going to find work again, but the tide should begin to change direction toward a more positive trend. As the stock market prices in future risk, future risk is now decreasing, and that is why you've seen the market recover by almost 8% in just the last week (with the major winners being found in the most troubled and beaten down sectors - financials and housing).
Keep in mind, a "bottom" doesn't mean we're going to rocket to new highs anytime soon. But it does mean that we can rest a little easier now that the chances of a continued free-fall in the economy have been drastically reduced for the reasons stated above.

Historically speaking if you are in it for the long haul, anytime is a good time to invest in a diversified portfolio. But of course, there are no sure bets in this life. Try not to invest money that you cannot afford to lose.

I've always been under the impression that cars were a bad investment due to the huge depreciation factor, my 2 cents would be to invest in a classic with good gas mileage because they wont depreciate over time.., only problem is the tune-up cost and shit that comes with a 50 year old car =P
