I don't think a 250 would hot enough to raise suspicions. There are a lot of things that give off some heat like TVs and computers. Also reptiles often need heat lamps or rocks to keep the terrariums at the proper temperature. If the 250 was in your attic, I migth be concerned, anywhere else and I wouldn't worry about the FLIR cameras.

there was a law passed (dunno if it was just state, or federal) making search/seizure based on thermal readings from helicopters not usable in courts

Use a fire proof blanket above it, to block the heat trace.
Then make sure its well ventilated in the room. This will also help the plants grow better.
