Jan 20, 2008 — Police arrested a man and woman Friday for running what an investigator described as a heroin "wholesale operation" out of their York home.
Javier Luis Correa, 26, and Jezebel Annett Escalera, 22, were arrested at their home in the 500 block of Salem Ave. Participating in the operation were the Pennsylvania State Police Troop H Vice Unit, the York County Drug Task Force and York City Police.
Both were charged with delivery/possession with the intent to deliver heroin and criminal conspiracy.
According to Cpl. Craig Fenstermacher, who supervises the state police vice unit, Correa and Escalera had about $36,000 worth of heroin in their home.
"It was a nice grab," Fenstermacher said. "They aren't the biggest dealers in the York area, but they're somewhere near the top."
When investigators served a search warrant at Correa and Escalera's residence about 1 p.m., Fenstermacher said, they found 362 bags of heroin packaged for resale and about 40 grams of loose heroin.
They also found $500, 33 ecstasy pills - which the pair also seemed to be selling - and a small amount of marijuana that, Fenstermacher said, might have been for personal use. But their main business appeared to be heroin, he said.
For the relatively large scale of the operation, however, Fenstermacher said it didn't require a lot of space. The pair was operating out of a simple rowhome. It comes down to the psychoactive properties of heroin and what users are willing to pay.
Fenstermacher said investigators believe the pair was getting their heroin from New York City in shipments every two or three weeks. Correa would divide up the brown powder at a card table in their attic. He'd then mark the bags with one of several stamps police also confiscated.
That's common practice, Fenstermacher said.
Heroin dealers will mark their product with a stamp - such as a skull-and-crossbones, a dollar sign or a gun - as a form of branding. He's not sure what image Correa and Escalera were allegedly using.
From there, they would distribute it to three or four people below them, 200 to 400 bags at a time, Fenstermacher said.
A gram of heroin takes up about as much mass as a sugar packet, he said.
And the average hit that sells for $15 or $20 on the street is a fraction of that-maybe the size of 15 or 20 grains of salt.
Those hits were mostly sold in York, Fenstermacher said, but authorities believe one of the distributors was based in the Abbotstown/Hanover area.
Fenstermacher said he's pleased with the haul, although he admits it won't clear heroin off the streets entirely.
"It just never ends, unfortunately," he said.
York County First Assistant District Attorney Bill Graff isn't complaining. He said this was the biggest local heroin bust in a couple of years.
"That's a big hit," he said.
