 video loads but isn't playing

so I get a still image when I load this video someone sent me (mpeg file)
I can scroll trough it and see what's there when I stop scrolling though. I would like to see it, it's a vid of me when I'm about 1 year old and I've never seen it!
how can I get this to play, do I miss some sort of codec?

what program are you using to view the video? have you tried media player classic?
