A 19-year-old San Jose man and a teenager have been arrested for allegedly growing marijuana on property near the Calaveras Reservoir, where authorities said they confiscated more than 8,000 plants this week.
Santa Clara County Sheriff's Sgt. Ed Wise said authorities were working Thursday to determine whether any chemicals used to cultivate the plants had seeped into the reservoir in the hills above Fremont and Milpitas, which the San Francisco Public Utilities Commission owns.
"These growers are not farmers," Wise said. "All they're concerned about is growing their pot. They're not concerned about respecting the environment. The runoff from these gardens can enter into the streams and enter into the lake, which could contaminate or pollute the drinking water."
SFPUC spokeswoman Betsy Rhodes said the operation doesn't pose a public health risk, however. All of the water from the reservoir is treated before it is delivered to customers, and she said any pollution would be minor compared with the size of the reservoir, which has a storage capacity of 96,850 acre-feet, according to the agency.
The SFPUC supplies drinking water to San Francisco residents and 1.6 million suburban customers in three Bay Area counties. East and South Bay customers depend most on the man-made Calaveras Reservoir, according to Rhodes.
About noon on Wednesday, sheriff's deputies arrested Manuel Adrian Salceda, 19, and a 17-year-old boy who was not identified because of his age. Both were held on charges of cultivation and possession of marijuana for sales. Salceda was also arrested on suspicion of contributing to the delinquency of a minor, Wise said.
California Department of Fish and Game Lt. John Nores said the two could also face misdemeanor environmental charges such as water pollution and streambed alteration violations.
The suspects are Mexican citizens who had been staying at a home in San Jose before apparently setting up a camp near the reservoir, Wise said. They had about a week's supply of food when they were arrested at the camp, Wise said.
Deputies found 8,127 starter plants in a 50-square-yard area, as well as trash, water piping, chemicals and fertilizer, Wise said.
Authorities estimate that the site could have produced marijuana with a street value of $16 million if the harvest had gone well. The plants were about an inch tall when discovered this week, they said.
Investigators believe the growers were diverting water from a "very sensitive watershed" that feeds into the reservoir, according to Nores.
It is not unusual for marijuana growers to conduct their operations on public lands. Last year, 26,280 plants were discovered at Point Reyes National Seashore, and Nores said authorities keep a close eye on the Alameda Watershed, where there have been problems in the past.
"It happens a lot on public pristine remote areas where there are clean creeks," he said. In addition to polluting water and diverting streams, some growers poach wild animals, according to Nores.
Rhodes said the SFPUC's main concern is what she deemed "water quality control issues," such as whether the growers were lighting fires or doing other things that could cause erosion in the area.
"When you have a fire, it could burn down plants and other things on top and cause erosion, then soil can fall into the reservoir," she said.
The reservoir is in the agency's 36,000-acre Alameda Watershed and is the largest in the SFPUC's regional water system. It straddles the Alameda and Santa Clara county line and is about 30 percent full, utility officials say.
Rhodes said marijuana-growing operations are discovered in the watershed at least three times a year. "We work closely with Alameda and Santa Clara county sheriff's departments," she said.

This guy sure has solid moral high ground to stand on when making such a self-righteous proclamation. We all know that the corporate-controlled government that the police work on behalf of would never pollute the environment in pursuit of profit.

That one does irk me, though. If Mother Nature is going to provide you with a bountiful harvest, it is only common courtesy to do your utmost to treat her well.

That trash could have been packed in trashbags and already packaged up and was going to get hauled out in the end. Trash is a very ambigious term in this article. Could it be bags, empty bottles, scattered around? or could Trash be all in a bag in gald bag? Who knows.

8127 starters in a 50 square yard area. That means there were 18 per square foot. these plants, unless they scattered seeds everywhere, were roughly 3 inches apart. A little cramped, no? -ebb

It says they were all 1 inch tall, mere seedlings. This was no big bust at all, they got fuckin seedlings. probably no thc at all in them

That's true. The article has enough questionable material in it (e.g. the number of seedlings stated for such a small area) that I should give the alleged planters the benefit of the doubt.

Anyways, those growers could have been doing the environment a favor (as well as us potheads). I remember recently reading an article somewhere (perhaps here on the Shroomery) that the cultivation of cannabis can clean soils and detoxify them if they are rich in certain metals. They're just tryin' to help green up the world, you fucking pigs!

Ya, but if they were only seedlings, that would work until that matured another few days, or arent very knowledgable on how to grow, as how unknowledgable they showed to be to do such a large operation at such a place. They coulda just been young ignorant pot heads with tons of seeds saved up? I know one of my friends has easily over 20,000 seeds just sitting aside from the poop weed he buys to sell from the past 2 years around here and plans to do the same, but not in such an enviroment as these kids, nor all of em either. 
edit: But then again we all know all the seeds arent going to germinate.
