doesn't matter if they don't have windows. if the van is pulled over, for any reason, the cop is going to take a look inside.. that's what they do. to make sure there's no one in there trying to shoot them, to see if they can spot something illegal laying in the open, to see who and what is where.. they just do.
and if they happen to see 14 people in a van, they might get suspicious. now i don't know what kind of van it was, but 14 people is a LOT. a GM fleet van with a shuttle chassis can seat up to 15 people. if you've got more people in your vehicle than there are seats, the police WILL take a closer look.
