Tory calls for grow-op registry
Ontario's Liberal government should move quickly to establish a province-wide registry for homes used to grow marijuana, Opposition Leader John Tory said today.
More than 450 marijuana grow ops have been uncovered in Ontario so far this year, and Tory said the province has a responsibility to protect families who either live near the illegal operations or may move into the dwellings.
"There are families, often with children, growing up right next door to a massive and dangerous criminal operation," Tory told the Ontario Real Estate Association.
"These are innocent people with serious concerns, and merely taking the bad guys away does nothing for them, their health worries or their fears for their homes and families."
Tory said a registry of marijuana grow ops would help protect home buyers, potential renters and people in the real estate industry.
Public Safety Minister Monte Kwinter said today he favours any idea to limit the spread of marijuana grow ops, but noted Tory's proposal is still being studied by police and the government because of privacy concerns raised by some landlords and community groups.
Landlords who own property and find out after a police raid that their tenants were growing pot don't want to see their properties on a public list that would discourage new tenants or potential buyers, Kwinter said.
"The owner is saying, `Just because my tenant did it, why do I have to bear the responsibility?' " he said.
"That's something we have to look at, because they do have to bear the responsibility."
Tory called grow ops "an emerging public safety menace," and said there should be better protocols for giving information to neighbours about grow ops raided by police.
He said the recent raid on a Toronto highrise where police found grow ops spread through 22 apartments shows lax standards and disregard on the part of some landlords and building managers in such situations.
"Local residents are telling us that their concerns about health issues and suspicious behaviour continually fell on deaf ears," Tory said.
"There needs to be a higher standard of diligence here."
Kwinter did have some good news to report Wednesday on the Toronto highrise where all the grow ops were discovered.
"Health officials have been in that building on Jane Street for three days, and found that there are no health problems."
Kwinter said the province has established a special training facility at the Ontario Police College to help officers learn how to detect and dismantle grow ops.
He noted the Liberals have passed legislation allowing hydro companies to cut off electricity to suspected grow ops without notice, and allowing police to seize assets and use the proceeds to fight crime.

Health risks from GROWING a plant? Give me a fucking break. Marijuana is a NON TOXIC PLANT. You may as well start a "organic vegetable registry" of all the homes that grew their own organic vegetables.
Who are these twits complaining about health risks? No wonder it's falling on deaf ears - there's no health risks. It's not a meth lab.
