 Are my dried shrooms contaminated?

I recently bought a few 8ths of dried shrooms, and I've been keeping them in small white paper bags in my closet. I've had them for about a week now. One one of the big mushrooms, right under the cap, there is a soft, white, flakey substance, that goes around the mushroom like a ring, and it's pretty easy to peel off. Is this normal, or is this some kind of mold?
Also, how long can I keep dried mushrooms in a paper bag in room temperature before they go bad?

Dried mushrooms in a paper bag will keep for a very long time. They won't mold unless they get damp.

Is the cap still closed? Sounds like it's just a dried veil.
