I've done much searching and can't find a clear answer on where LSD is legal.
Is there a country in which LSD is legal or distributed?

I think Russia decriminalised it or made it outright legal some months ago, but I could be wrong.

I was under the impression that Lysergic Acid Diethylamide is illegal under UN statutes and therefore technically illegal everywhere. Much like how marijuana is still illegal in the US even if a state decriminalizes it, it is still illegal under federal statues.
Good question, think ill look it up to expand my own knowledge next chance I have.

It appears that Portugal is the only place you can really get away with it. I suppose that's a rather small amount, but is it there? Can I move there and buy it?

Possession of less than 500 ug is not regarded as a criminal offense, though the substance is liable to be seized and the possessor can be referred to mandatory treatment. Sale, or possession of quantities greater than the personal possession limit, are criminal offenses punishable by jail time.

doesnt a blotter paper weigh more than 500ug? do you would automatically be in violuation.

Just because small amounts are DECRIMINALIZED, that does not make the distribution of the drug legal in ANY way, shape, or form. none, nadda, not one fucking bit.Every single drug is still ILLEGAL, except someone with a SMALL amount will not go to jail over it. Eveything is still illegal.

I can't remember where I read it but there was an article here recently that said mexico had just decriminalized small amounts of drugs in an effort to keep police from wasting their time on personal use so they can focus on the distribution networks or cartels or whatever. I'm pretty sure LSD was on that list. but you'd still have to find someone selling LSD in mexico and I can't imagine thats easy.
thats not to say you can go into a drug store and buy some LSD though. I'm fairly certain theres nowhere you can go that sells LSD in any quantity to the general public. it might be possible far off into the future though.

I think this is the key issue. There is a United Nations treaty called the Convention on Psychotropic Substances. As wikipedia says:

So there you go. Even if a government wanted to legalize LSD, it would have a problem because it has signed up to a UN treaty specifically designed to ban it. I'm not even sure if there is a specific mechanism for a country to unilaterally pull out of this kind of UN treaty. Obviously, if the USA decided to legalize LSD it would have the political weight to undermine the whole treaty, but it would be difficult for a smaller country to do this.
So does this situation also apply to mushrooms? No.
This interesting PDF contains information on the international legality, risk and health effects of magic mushrooms. It includes a quote from the INCB clarifying the international legal situation on mushrooms:

“As you are aware, mushrooms containing the above substances are collected and abused for their hallucinogenic effects. As a matter of international law, no plants (natural material) containing psilocin and psilocybin are at present controlled under the convention on psychotropic substances of 1971. Consequently, preparations of these plants are not under international control and therefore, not subjects to any of the articles of the 1971 convention.”
In the Netherlands, this helps explain why mushrooms were (until recently) 100% legal and sold in smart shops, while cannabis remains technically illegal (although decriminalised and openly sold under a policy of "tolerance"). It's much simpler for a government to decriminalize possession of "psychotropic" drugs than actually legalize them.
