fruiting chamber accessories and temperature....suggestions???

Well, first off.....I'm using four tubs for fruiting via p.f. cake method. Inside of a medium size closet.....in a very cool room.....I'm not sure why it's so cold in there but the temp inside the closet only gets up to about 70F, and heating bills are soaring so i can't have the place a sauna for the mushies...
I wasn't sure how to keep the area temp up to the mid 80's, since i cant really use the fish tank heaters for fruiting, so i went out and got a ceramic heater. I couldn't find the exact one, but it's something along these lines, maybe a little better.

It's got temperature settings and 2 timer things, motion sensor, 1500 watts... pretty cool little guy. plus i bought a multi-setting plug timer to have the guy go on whenever necessary during the day.
I seen that some people do this, but i couldn't find much on how good it keeps the temperature up inside the fruiting chambers....I have faith in this method, and i think it's probably the best/cheapest way to keep the temp up. any tips/suggestions on the heater method??? I'm also not too sure on where to place it....the chambers are taking up most of the floor space, and there's plastic down for messes.... and i don't want to put it up top because I'm afraid the heat wont circulate down to the chambers. Maybe i should make a shelf for the chambers?? Put the heater underneath on another little shelf? a lot of work...is it worth it? any suggestions on placement????
AND one more thing........I bought two of these little guys. humidity readers....
 I'm kind of skeptical about the accuracy. I have them both sitting next to each other, and one or the other is always has at least least 10%-20% difference. And it fluctuates between the both!!!! it's not just one giving a higher reading. It changes between them almost every time i check. They're cheap, so i wasn't expecting much.....but as long as i make sure to hand mist the chamber at least 4 times a day i should be good, right???
I'm still going to put them in two chambers, for shits and giggles.
is there any other CHEAP, accurate ways to read the humidity?? or should i just wing it and trust my devotion to hand misting?
ANY suggestions would help a million.....

if you dont want to spend atleast 50.. then dont buy a hygrometer
if your willing (a good investment) buy a taylor 1458 digital hygrometer

Don't confuse incubation with fruiting. 70F is fine for fruiting. RR

but, i do want it a little warm in there. maybe mid 70's just to speed it up a tad.......
