As this matter has obviously confused some people, I took the liberty of adding a specific entry to our Administrative Rules & Guidelines, which I updated with additional information yesterday. You may read the general guidelines in the previous link, or view the robustified version of the document including behavioral guidelines which is linked at the bottom of every BB page, or by clicking here.
