 bugs on salvia leaves.

i got these holes in my salvia leaves and some white film on the underside of some leaves and tiny black spots on some of the underside leaves. watta fuck is that and what do i do, i took some block soap and took a paper towel and wet that shit and wiped the leaves with that and gonna wash it off tommorow. any more ideas?

Be patient, someone answers always. This forum isn't visited so often like the other ones.
We would need a better description of how it looks like. The description you gave is very vaguely.
Is your plant outside or inside? If inside: is the humidity very high? Do the black spots look like something living or more like shit of some insect? How does this white film look alike?
Maybe you can shoot a photo and post it here.
If it is an isect, then you have good chances to get rid of it using a nicotine solution.
If the plant is in a bad ventilated and very humid environment, then it could be a fungus. Taking the plant from that extreme place would help.

thers tiny black spots covered by a white film that kinda looks silver, i bought some insectizide for my room, and gonna put he salvia in the living room and spray it down with a nicotine salution, but do i strain the salution? like do i just keep the water and throw the tobacco shit away?

I was reading in a book, and most probably you have a fungus on your leaves. The description in the books was almost like yours.
You should discard the leaves that are ill. Most probably the plant got ill because the conditions are not optimal, so think about what is not in the correct range. Often the temperature is too high and/or the humidity too high without proper ventilation. Correct this parameters and the plant should survive, if it isn't already massively ill.
You could use a comercial fungicide, which personaly I wouldn't do. But If you plan to smoke the leaves, then you shouldn't use them due to health risc. Besides if you don't correct the source problem (incorrect conditions) the fungicide will only be a momentary solution.
I have found the best conditions to be about 20 C (68 F), 70 % rH and NO direct sunlight but bright.
