 clarification of Pub Forum Rule #3

So how exactly can a post be "off topic" in the Pub? I mean, with Cultivation or Trip Tips, it's pretty clear, but... ya know what I'm saying?
Sometimes I like to post "off topic" stuff here because I don't want to deal with the people in OTD. I mean, would my popcorn thread be "off topic"?
Plus I think the no racism rule should basically go under rule #1 (no flamming, or no flamming other races). I agree that threads that are just bashing and insulting other races should be locked or deleted, but what if I want to post about how I hate living near a black ghetto or think interracial relationships are immoral (for example). Would that violate the anti-racism rule?
I'm not trying to nitpick or be an asshole, I just think that these rules are a little ambiguous...

If the Pub is for any topic, what's the point of even saying on-topic in the rules? There is no topic.

3) This is not OTD - keep threads on-topic and do not fill the forum with inane chatter and post whoring. Keep chat behavior to a minimum. Post with content.
