replanting stagnant cacti - root problems - help pls!

hi everybody!
i've been replanting some cacti of mine which seemed to be growing very little and when i uprooted it i found why my old torch cutting is growing so slowly. the most of the thinner root network had rotten and only the thicker roots remained...
i've left it unplanted for it to dry and i was wondering if there would be anything i could do to rejuvenate this old cutting (perhaps cutting some of the thicker roots? won't new roots sprout from there?)???

I would allow it to dry a little out of the soil, completely wash the roots very very well of all dirt and whatever is left intact and not rotted allow to dry. Cut the very tip of the large remaining intact roots or any roots left that you wish to branch root buds / or continue root bud growth then while you're waiting and allowin the roots to dry cut the tips at the start. Cutting the tips severs the root (apical) meristem. Then replant when ready with some superthrive/root-it or any of the other good stimulating nutrient hormones. And hopefully it comes back.
