I don't think she could if the photo is public already on facebook.
Also, you call her a drama queen then proceed to make a thread asking about making a meme of her. Who's the real drama queen?

She could probably sue you for defaming. It is very unlikely that she'd find out it was you though, unless you obviously tell her or make it very obvious. Whatever you do, you just created evidence by creating this thread. You'd therefore be better of not posting those meme's here.
