Its being signed tomorrow 
This video explains it all.
It extends a lot further than the realms of the internet.
It will stop people in poorer countries having access to cheap generic drugs, forcing them to go untreated or to try and pay for expensive branded medicines.
ISPs will be legally required to monitor all information that we see or use on the internet to check for copyrighted material.
I don't know much about this (I only just found out about it) so anybody who does please add information.
I think its already too late.

Obummer talked about it in his address last night. Part of his "trade-enforcement/retaliatory trade" policy. This is looking like the omnibus crime bill, most know it in it's current form as the patriot act. They'll keep trying and trying 'till it passes.

um... ACTA doesnt get voted on by congress and it was already signed by the "US" meaning president Obama

While ACTA is not new, it has been revised slightly as it's being passed around the international community for assessment. The most recent revision to ACTA, that is public domain and therefor available to us, was made on January 18th. It's hosted for download via the Polish Ministry of Foreign Affairs, and the English version starts on page 57. The only interest it holds for me is that it shows a circumvention of the public consensus by phrasing it as an agreement rather than a bill and following that up by throwing it in international waters, so to speak.
As an aside, you may wanna look into TPP. It's currently eyes only, but segments have been leaked. The reading on Wikipedia suggests that provisions regarding Intellectual Property presented in TPP will be harmful to not only the virtual community, but many other professions as well. I haven't read it yet, but it seems it will also be pushing for stricter copyright guidelines in the areas of web and desktop development. For those who don't know, copyright enforcement is plaguing programmers worldwide. This Wikipedia article sheds light on this problem, and also shows the lack luster list of pros vs. a lengthier list of cons. Here's a radio broadcast on the subject as well. Yes, I know copyright is a function of the patent system, before anyone points that out and thinks I'm confused.
