I'm pretty sure that if you can't tell visually whether or not it's cobweb mold, or just mycelium growth - you should also be able to distinguish by its smell.
However, from the pictures you've provided paired with my limited experience, I'd say that that is just mycelium.
Also, is it just me, or does your substrate have a slight greenish tint?

Mycelium bro , cobweb is more grey and it grows long strands.
