lets just say the ratio outside the cell is 1:100, 1 is the solute and 100 is the water. Inside the cell is 1:200. The cell contains a lower concentration. Which means the water will leave the 1:200 ratio in attempt to even them both out. To 1:150 for both outside and inside.
There ya go. Unless there are protein pumps to move chemicals against their gradient, all levels will equalize through diffusion.

Alcohol does dehydrate you. All alcohol is diuretic. Which means it removes fluid from tissue. It also poisons the liver. It contains many poisons which the body must then flush out as fast as possible to not die. It also drains your minerals and vitamins as well. So it's all around a win/win situation. Drinking tons of water after a night of heavy drinking can definitely help prevent hangovers. Most hangovers are at least in part caused by dehydration to begin with. (not enough water, too many toxins).

Ethyl alcohol is used in hand sanitizers. Ever seen what repeated applications of that stuff will do to your skin if they don't add moisturizers to it? Dries your shit out, man.
Look at what generally constitutes a hangover and look at medical dehydration symptoms.
