30 students arrested in Palm Beach County drug sting that had cops posing as teens

An undercover drug sting that nabbed 30 Palm Beach County students last week is just the beginning of a long-term drug investigation that will expand to more high schools in the district, police said Monday.

The students arrested last week face expulsion, and most will be charged as adults for allegedly selling marijuana to kids near school campuses.

The nine-month investigation, dubbed "Operation D Minus," began in the fall at Park Vista, Royal Palm Beach and Jupiter high schools, School District Police Chief Jim Kelly said.

Undercover officers posed as students, attending classes for most of the school year and even doing homework, he said. They also befriended teens and bought drugs from them.

On May 2 and 3, police went into classrooms to arrest some of the students. Others were arrested at their homes. Most were charged with selling marijuana within 1,000 feet of a school. The operation also led to the arrests of students at William T. Dwyer High School and two who are home-schooled.

Police and school administrators said they hope the arrests are a warning to other students involved in drugs, and stop them from making the same mistake.

Although school drug stings are successful in scaring some students, it's not enough, said Jeff Kadel, executive director of the Palm Beach County Substance Awareness Coalition.

Educating parents and getting them involved in what their children do is key to curbing drug use among teens, he said. Many parents either are unaware of the problem or send the message that drinking and using marijuana are not a big deal, he said.

"Parents are without a doubt the biggest factor in keeping kids away from drugs," Kadel said.

School police should have arrested the students last fall to make a stronger impact, he said. Over the summer, their fear of being arrested may fade.

Administrators, though, said police needed enough time to investigate, and will spread their operation to other county schools in the fall. They declined to name those schools.

The youngest among those arrested were two middle school students, ages 13 and 14, charged with burglary. One goes to Independence Middle School and the other is home-schooled.

The oldest among those charged is 20, and a student in Jupiter High's adult-education program.

More students likely will be arrested soon, Kelly said.

"I think they should be looking over their shoulder," he said.

Concerns from principals about drug use on their campuses triggered the crackdown, Kelly said. Principals at Park Vista, Royal Palm Beach and Jupiter were the only ones in their buildings who knew undercover police were among the students.

The last undercover drug sting in Palm Beach County schools was Operation Old Schoolhouse in the 2005-06 school year, police said.

Thirteen students were arrested that January at Wellington, Forest Hill, John I. Leonard, William T. Dwyer and Jupiter high schools. Like now, most were charged with selling marijuana near campus.

In that investigation, five officers from Delray Beach and the Palm Beach County Sheriff's Office posed as students at the schools.

The young officers studied, attended football games and went to parties as they gathered evidence for their cases.

"We do these [operations] because we know there are drugs in schools, and we're going to keep doing them," Acting Superintendent Bill Malone said. "I doubt I will live long enough [to see] the time that it's not necessary to do these."

Current high school students might not remember drug busts five years ago, Malone said, but "I guarantee that they will remember this one next year and the year after."

School district policy requires that students be expelled when caught selling drugs. Those arrested last week have been suspended, and have the option to continue with alternative schooling, either online or at alternative teaching centers.

Her second first day of high school was nerve-racking.

It seemed so different from the first time around: The kids seemed older, more worldly. And she certainly didn't remember the cafeteria food tasting so bad.

She slipped quietly in and out of her classes, sitting in the back row. She tried to keep a low profile, watching her classmates interact.

It was from that vantage, from her spot inside the classroom, that she was able to gather information that helped lead to the arrest last week of dozens of students on drug charges.

"My eyes are now completely open to what kids have to deal with every day," the undercover officer, whose identity is not being revealed for security purposes, told The Palm Beach Post Tuesday.

On Monday, Palm Beach County school police announced that about 30 people, nearly all of them students, were arrested following an undercover operation aimed at cracking down on drug sales in schools.

As part of "Operation D Minus," undercover officers posed as students at Jupiter, Royal Palm Beach and Park Vista high schools.

The fresh-faced officers - who were recruited out of the police academy - took classes, did homework, hung out in the lunchroom - and bought drugs in and around campus from those who thought they were dealing to just another classmate.

It was simple enough to integrate the officers into the schools, whose populations each top 2,000 students. The hardest part, according to schools Police Chief Jim Kelly, was getting the proper records to enroll the "students" without arousing school staffs' suspicions.

Detective Sgt. Rick Morris, who heads the undercover officers for the school police, said he chose officers who looked young, but also had good communication skills, confidence and the ability to handle and defend themselves in different situations.

This undercover officer attended football games and pep rallies, but most of her interactions with other students were during the school day. For her safety, she wasn't allowed to go to parties or hang out at places where other kids did.

Nor was she allowed to go to prom, although she said she was asked - serenaded, in fact - by one student hoping to win her heart.

And although she joked about wanting to try out for the cheerleading team, she wasn't supposed to get involved in extracurricular activities. But she did have to take the FCAT, despite attempts to get out of it.

"It was long, a really long test," was all she had to say about it.

She participated in classes and completed homework assignments. The classes were, surprisingly, easier than she remembered.

In her off time, she chose to lie low out of concern her cover would be blown. When she did go out, she made sure not to be anywhere near a school she was attending.

She was careful not to be the one who brought up drugs in a conversation with her classmates.

"It would usually come up in conversations; someone else would bring it up," she said.

She even got in trouble a few times.

"I got some dress code violations," she said. "I wore too short of a skirt."

Operation D Minus is expected to continue through next year at other schools, Kelly said.

yeah expel them all. that will show them. A nice criminal record and no education is a perfect punishment for having plant material.

This really pisses me off. You're throwing kids lives away to prevent other kids from doing drugs? That is so fucked up. I want to tie those cops up and stomp on their balls.

The reason they get into trouble is because they are arrested and charged with Marijuana. If they smoked the pot and no one noticed, nothing bad would happen, maybe some heart burn.

Wow, if I were one of those students who got expelled and had my life ruined for selling fucking POT in school as a fucking STUDENT I think I would go apeshit and try to find out where a lot of those undercover "cops" live. Just sayin'.

fuck rich communities. they did something like this at my high school when I was a junior. luckily, i only sold pot at parties. couple of my friends got fucked over and now 3 or 4 years later, most of those kids are still hustling dub bags to high schoolers except its black tar and blow now. bet it wouldve been different if they were able to graduate

I wonder if this caused any of the undercover officers to realize the stress that kids are under these days, and why drugs are a welcome and often needed escape

they had a undercover at work for a whole year to bust some fucking pot. Its mindbogling.

Speaking of mindbogling, the CIA smuggling several tonnes (4 metric tonnes?) of pure cocaine and getting busted because the plane crashed, and the pilot now admitting it was a common job and done all the time. Look up the trial against the pilot is going on right now.

And the millitary cultivating and using the afgans to grow opium (thats why they are still there, + the oil) isnt any better.

yeah, so they really need to fuck up more kids lives to have a steady supply of streetlevel dealers at the schools.

So instead of stopping REAL crime and catching REAL criminals these cops spend an entire year buying weed from kids and doing homework so they can ruin the kids' lives by arresting them? These fucking cops and the parents that think they're doing a good job don't have a fucking clue what they're doing to their own community.

Maybe it was called operation d-minus b/c che was a C almost a D cup. Got dress code violations for 2 short a skirt. And who would sell to A)somebody they dont know, and never smoked with b4. Thats what usually happens with pot is they smoke it with each other, Imo.  I am just curious if she was hot or not, Or was like ALice from super jail LOL

And on top of that The taxpayers had to pay a cop to got o school for a whole year thats a free 70k dollars to her.
