Seems like a decent premise for a novel.
I'm spitting out gems here, now if I only had the talent to capitalize on 'em.

the bible says if you believe in your heart and have faith in your beliefs then it does exist, must not be any real believers since none have materialized based on faith

Well REX-84 is real, the brain child of Oliver North--exposed during the Iran-Contra hearings in '87. It's not really a conspiracy theory.
Continuity of Government is not new. It's been in discussion since World War II, it was expanded upon during the "Cold War", and it was "legislated" into legality during the War on Terror. So, I think people have legitimate concerns here... It is persistent idea that prioritizes the wealthy and powerful over the citizenry, the backbone of the nation.
If I'm ever elected I'm going to start my own program; Continuity of Common Sense.
I honestly do believe that SOME of these camps could exist because we have more than one secret prison in Lithuania under the authority of the Central Intelligence Agency. I wouldn't put it past our government to think they're working for the greater good by illegally detaining people, indefinitely, globally.

Matthew 17-20
And Jesus said unto them, Because of your unbelief: for verily I say unto you, If ye have faith as a grain of mustard seed, ye shall say unto this mountain, Remove hence to yonder place; and it shall remove; and nothing shall be impossible unto you.
