GT's physics program is decent but not notable (36th). Its funny if you go there you can see why. All the money gets spent on engineering. You have nice engineering buildings and facilities and the physics guys have a small old looking building. That said there are famous physicists there, its just a really small department.
For physics the south is pretty limited. If you consider Maryland the south then College Park Maryland is the best with Johns Hopkins pretty good. After that its Duke.

I dont think the school is that important for undergrad. A state school is just fine. All you need is some decent teachers and motivation, unlike grad school where you need a variety of research groups who are able to support you.

In Holland you recieve net $2000 per year for studying, up to 6000 depending on your parents income. It's the same for all higher education.
It provides equal opportunities, but we don't have very rich top 10 universities.

Ill agree with that. Though I will say that it's harder to get into a top 10 graduate school if you didnt attend a well ranked school. You will need a higher GPA coming from an undergrad school ranked in the 30's then someone coming from a school in the top 10. Which I personally think is bullshit. The idea is that the competition is harder at a top 10 school, however this is bullshit. Any school in the top 50 or so I personally think has a very similar range of students.
And frankly for undergrad, the guys getting into the top 10 undergrad schools must have actually studied during high school instead of what the rest of us did, i.e smoke pot and ignore high school.
So I personally don't find it impressive if someone goes to MIT for undergrad. I find it impressive if they go there for grad school, especially if they didn't attend a top 10 undergrad school. And then theres grade inflation which is a whole different matter, i.e some of the top schools (mostly private) have higher average graduating gpas to inflate their students chances of getting into prestigious schools. Yale and Harvard are literally ridiculous at this.
Anyways I forget what Im rambling about
