LAWRENCE, Jul 30, 2009 (The Eagle-Tribune - McClatchy-Tribune Information Services via COMTEX) -- FDX | Quote | Chart | News | PowerRating -- For the second time in two days, a FedEx deliveryman stood in front of a Medford Street house yesterday afternoon and knocked on the door to deliver a package.
Only the deliveryman was a Lawrence detective, the package contained about 16 pounds of marijuana, and members of the police drug unit were parked nearby, ready to make an arrest as soon as someone signed for it.
But it looked as if the buyer had caught on to the sting.
Detective Bob Lefebre had talked to the man on the phone just 10 minutes before. The man assured Lefebre he would be there to pick up the package. But now he was not answering his door.
The detective stood outside, knocked a few more times, and tried calling him again as dogs barked inside. There was no answer. The man's car was still in the driveway.
"He got spooked. No arrest," police Chief John Romero said as he drove back to the station 20 minutes later. "It's like fishing. You just never know whether you'll catch them."
Police yesterday had no luck arresting the man on the receiving end of a large drug shipment from Arizona, but they did succeed in taking almost $30,000 worth of highly potent marijuana off the city's streets.
"No matter what, we're still ahead of the game and he's out 16 pounds of marijuana. It's off the streets," Romero said. "I would have still liked an arrest though."
Lawrence police have done three or four of these deliveryman stings over the last couple of years, whenever they are tipped off to a drug shipment coming their way.
Usually a canine officer working a shipping facility or an airport will come across a suspicious box and confirm there's drugs inside.
Police caught a man on Willow Street in December the same way, with a police officer posing as a parcel service employee and detectives staked out nearby. The man had been suspicious, thinking he could be dealing with police, but took the risk.
Earlier last year, police made similar arrests on Margin and Beacon streets.
That's the way they have to do it.
Police cannot just stake out the house and arrest the man when he comes out since he can claim the package is not his, that someone set him up, or someone was using his house.
The person has to sign for the package before they can be handcuffed.
"There's nothing we can do if he doesn't accept it," Romero said. "We've been lucky past times. This was the first time we didn't get an arrest."
Police first caught wind of this package when Londonderry, N.H., police called this week, saying a drug-sniffing dog had hit on the package at Manchester-Boston Regional Airport. Another drug dog was drawn to the box when it reached an Atlanta stop. Police obtained a search warrant.
The marijuana was wrapped into tight bricks and placed in a Tupperware container, then wrapped in multiple layers of cellophane and sprayed with Windex and a foam spray to mask the drug's strong odor.
Coffee grinds, mustard and motor oil also are typically used.
Lefebre said the marijuana was likely hydroponic, making it highly potent and expensive, probably $1,500 to $2,000 a brick.
Police put together a plan, knowing the more time that passes, the more suspicious the drug buyer becomes. Lefebre jumped into a small, white box truck Tuesday night and made for the Medford Street house, behind the Essex Street Market Basket, while other cars followed far behind.
No one was home.
Lefebre left a slip with his cell phone number on the door and within a couple of hours he got a call from the man. The detective said he was done delivering for the day and they set up yesterday afternoon's drop-off.
Ten minutes before the sting was set to go down, Lefebre talked to the man on the phone again.
Police aren't sure what tipped the man off.
He might have recognized Lefebre or someone else might have been scoping out the neighborhood and noticed the suspicious cars parked nearby.
"We don't know, but I do know this one's over," Lefebre said. 'That guy was gung-ho 10 minutes before."
There's no way to go after the people who ship the drugs since phony names and addresses are used.
Romero was just happy to have taken some drugs out of circulation yesterday.
For every one package police get ahold of, four or five more are going through unnoticed, he said.

Why's that? Hundreds, if not thousands of pounds of it are mailed each and every day with no trouble. If it's an oz or under it's much more likely to not get noticed. Vacuum seals are your friend.

Definitely. You have to push it into a brick so you won't get those creamy nugs and it smells unless you throw it into multiple layers of plastic. Even then you have to cover any small smell that may come out.

Push it into brick..multiple layers of plastic...what? I've never heard of this before lol. Yeah you could compress it into brick form to mail, but for what purpose? All the bud I get is just as fluffy as when it was first dried and cured. Again..vacuum seal, vacuum seal, vacuum seal. It doesn't change the appearance of the herb in the least.

I think that's probably as close as you can come to getting fucked for drugs without actually being arrested. dude seemed to be "smart" about it (besides using windex and the whole... you know, getting caught part) but he'd be a fool not to kick back for a while.

Who the fuck would sign for a package when you know the guy sending you the weed sure as hell isn't going to pay for delivery conformation all I can do is laugh and my mail man never changes, so why the fuck would you take the package and sign for it when you know its not your usual mail or ups man some people get to greedy.
