Officials question zoning clearance

A clinic that would wean addicts off heroin and other opiates is planned for one of Columbia’s busiest shopping centers.
Recovery of Columbia LLC has filed for a certificate of need with the state to operate a methadone clinic in the Campbell Plaza shopping center near Kroger grocery store on James Campbell Boulevard.
Methadone is a drug that has been used for more than 30 years to treat people with opiate addiction, particularly heroin. The drug works at the same receptors in the brain as heroin, but it is not intoxicating or sedating if properly prescribed, according to the National Institute on Drug Abuse. *
Not everyone is pleased a treatment center could be coming to a Columbia shopping center.
Columbia City Councilwoman Debbie Matthews said she worries a methadone clinic will result in addicts flocking to the city’s business district.
“They get over there early in the morning and line up like you wouldn’t believe,” she said of her observations of a methadone clinic in Nashville. “We are sitting here and going, ‘How in the world are we allowing that in our business district?’”
Columbia Mayor Bill Gentner said city officials are investigating whether the facility could run afoul of zoning regulations. Gentner said he doesn’t anticipate the city will “have much control over the process” based on past experiences.
John Wellborn, a consultant who assisted with the certificate of need application, referred questions Friday afternoon to Beverly Jones, one of the owners of Recovery of Columbia LLC. Jones could not immediately be reached for comment.
Jones, Belinda Dickson and Phillip Jackson — all Savannah, Tenn., residents — are owners of Recovery of Columbia. Dickson and Jones also founded Solutions of Savannah, a federally certified methadone clinic in Hardin County that the Columbia facility will be modeled after.
In the application, the Maury County location is listed as ideal because it is two blocks from Maury Regional Medical Center and “provides excellent access for patients coming into Columbia from every part of the six-county service area.”
The application states there will be a security guard during operating hours, and clinic rules will prohibit patients from loitering near the property before and after appointments. There will also be security devices in place to protect the medication from theft, according to the application.
If the facility is approved by the fall, it could be open for service on or before Jan. 1, according to the application.
The 4,500-square-foot facility would service a six-county area. Hours of operation would be 5:30 a.m.-11 a.m. Monday-Friday and from 6 a.m.-9 a.m. on Saturdays.
Once admitted, patients would work with staff to prepare a personalized treatment plan to become drug-free. Patients would receive daily oral doses of methadone, which would mostly be administered on site during the first 90 days of treatment, to curb their cravings.
In later phases of the program, patients can earn the right to take more dosages at home, according to the application.
As of August 2008, there were 10 methadone clinics in the state, according to the Tennessee Department of Mental Health and Developmental Disabilities. The closest facility to Columbia is on Charlotte Avenue in Nashville. There are three facilities in Memphis. Two are in Knoxville. There are also clinics in Jackson, Savannah, Chattanooga and Dyersburg.
Jimmy Campbell, who owns part of Campbell Plaza, could not be reached for comment Friday.

Yea Ive been at a methadone clinic in Pa for a year now and only go Monday and Friday with passing all my pist test and you can puff. But these people bitching need their fucking heads examined, would they rather want the junkies doing dope and stealing your purse and breaking into your ride this lady I'm about to quote is a pee brain. “They get over there early in the morning and line up like you wouldn’t believe,” she said of her observations of a methadone clinic in Nashville. “We are sitting here and going, ‘How in the world are we allowing that in our business district? Well BITCH what makes you think that you cant allow it ??? you can go to your fucking pain management clinic right next door but that's OK, and pharmaceuticals are what starts people into the dope I didn't start doing heroin first it was after vicodin then oxy's then dope. Basically people like her need to hold their breath for 20 minutes.

I'm also in a methadone clinic and feel exactly as you do. I don't understand why people would not want other people to be helped, to be productive members of society. It's almost as if they want us to fail, I know that's not there intentions but I just don't think most people give a fuck about addicts.

Yea but at the same time I can see why people get scared I was at the clinic this morning and to just listen to most of these people they talk like Idiots swearing at the top of their lungs and bitching about every single thing never passing piss tests lol I can never quite get over why some people just wouldn't want to take advantage of the clinic and get their life straightened up I pay the damn place 100 a week I'm sure as hell not going to piss it all away.

It's the upper class and upper middle class douchebags that think that anyone addicted to any kind of drug (besides them) is scum and worthless... when in reality we're just people going through a harder experience than their cushy rich lives. Our lives actually involve struggle and the will to persevere, all they have to do is make sure the maid turns on the TIVO and make sure to get to their business meetings. Fuck them. At least we're real humans and not brainwashed robots.
