When to File an Ebay Complaint, advice, and a rant.

I am going to wait until tomorrow and send another message to the ebayer, but for now I feel like ranting. First on the 25th of April I won a food dehydrator. Paid literally about an hour after the auction was won. I rarely use ebay, in fact this was my second purchase ever. I let a week pass and asked for a tracking number, saying I was in no hurry (a lie) but I was curious where It was.

He responded that he hadn't sent it yet and that he will get me one later that afternoon. He was very quick at replying. a plus. A few hours go by and he says he got it out to late and sent it USPS instead, and has no tracking number. No big deal, he said it would show up Monday. Well today is Thursday.

My rant extends to the fact that I ordered the same dehydrator Site to Store from walmart. It sat in a warehouse that was only about an hour away for a week. Two weeks after I ordered it I get an email saying Of, we lost it. Were not going to reorder it for you, but heres your money back. I've been trying for over a month to get a damnd' dehydrator. I don't have the space so I have to dry them in a room and have no one over for a few days when I need to dry a harvest. Grr!!!

so when should I file a complaint, and has anyone ever successfully done so. I'm using PayPal, and I remember seeing complaints on the subject. I know there are numerous other web resources to get my answer, but I felt like ranting and I have a legitimate question too. I hoping it comes tomorrow.
