without liscenses and insurance, if he gets busted, whatever he is using it for better be worth more than 2000 dollars, because that is about what it will cost with all the legal fees by the end.

Not if his brother says he stole it.. That's one thing I'd be adamant about. If he gets caught he must say that he stole the car.. Then when they ask dobie to press charges he can decline. He'll still be charged with a bunch of other shit though. It's only 5 fucking miles though.  Not too much of a risk but the risk is still there.
