Who are drug laws harder on?

Without the factor of: sex,race,class ect. who are drug laws harder on? kids (under 18's) adults (over 18's)
by drug laws i mean simple possession,cultivation, trafficking.

Assuming you're talking about actual penalties for comparable "crimes", most laws are lighter on kids, because, well, they're kids. But if you're talking psychological repercussions, that's hard to say. When I was a kid I would have had a panic attack if I got in trouble with the law. Now I'd probably be pretty pissed but I'd recover, assuming it was a trivial enough charge.
