i wouldn't consider the dead a jam band, but voted for them anyways.
really, i wouldn't consider phish a jam band either, but would have voted for them next.
then, i guess some jamgrass? yonder, or greensky bluegrass?

they were both just too across the whole spectrum to be categorized as anything but themselves.

This question is less useful than it could be.
I would say, "Which is your favorite currently touring jam band?"
Or "During which band did you have your favorite live jam band experience?"
Or even, "Which jam band, alive or dead, played the best shows?"
And finally, "Which jam band has had the largest impact on your life?"
(I think the last two are more of what this poll is trying to get at, and I would say the Grateful Dead, but it's a moot comparison as the Dead played for 30 years and Umphrey's has been around for less than 10. But because OP said "is," I gotta go with moe., my favorite of the list that play today.)
Also, some people don't regard GD or Phish as jam bands simple because it is a genre that wasn't known as "jam band" when the groups formed. But if you acknowledge that GD created their own genre, and Phish were some kind of substitute for many Deadheads that somehow fit the genre, and the same community has rallied around the new, currently touring, generation of bands, then you should see that the Dead created the jam band genre.

jam band is a huge spectrum in itself: you got your reggae, country, bluegrass, rock, psychedelic, blues, jazz, folk jam bands. (among many others)
