They worked out of nondescript little storefronts around Dorchester and Quincy: a flower shop, nail salon, grocery store, and wood floor finishing business. But yesterday law enforcement officials said the unidentified businesses were covers for members of Vietnamese drug rings who had been smuggling ecstasy and marijuana from Canada over the past two years and peddling it throughout Greater Boston.

Four indictments handed down by a federal grand jury Thursday and unsealed yesterday charged 23 people, ranging in age from 22 to 56, with conspiring to sell ecstasy or marijuana, and in some cases both. Three of them were also charged with money laundering.

"This ecstasy was manufactured in clandestine laboratories in Canada, then smuggled into the United States, ending up in Boston and further distributed to gangs and other buyers in the city," said June W. Stansbury, special agent in charge of the federal Drug Enforcement Administration's Boston office.

The alleged drug organization was dismantled from top to bottom by investigators who targeted the Canadian supplier and arrested local gangs that sold the drugs in the Boston area, Stansbury told reporters during a news conference yesterday.

The investigation started when an immigrant, who was facing possible deportation in February 2005 after his arrest on charges involving drugs, guns, and an assault on a police officer, began cooperating with Boston police and the DEA and identified a list of local drug dealers, according to an affidavit filed in federal court.

A task force of federal agents, state troopers, and local police tapped telephones, sifted through trash, made undercover drug buys, and conducted exhaustive surveillance during a 15-month probe dubbed Operation Polar Express that led to the four indictments, according to law enforcement officials.

Investigators seized 85,000 ecstasy pills, worth nearly $2.6 million on the street, 130 pounds of marijuana, five guns, and $25,000.

Law enforcement officials raided houses in Dorchester and Quincy yesterday and arrested 21 of those charged.

The remaining two suspects were being sought last night, officials said.

US Attorney Michael J. Sullivan said the indictments "will have an immediate and positive impact on the city of Boston and the neighboring communities."

Some of the ecstasy pills seized were laced with methamphetamine, which was added by the manufacturer to make the drug more addictive.

Sullivan called the mixture "a dangerous trend" that has been developing across the country over the past few years.

Boston Police Commissioner Edward F. Davis said, "These drugs that were being sold on the streets of our city were destroying the qualify of life for people and driving the crime rate up."

Among those indicted were a family that lives on Bloomfield Street in Dorchester, including Tiem Trinh , 54; his wife, Anna , 51; and their sons Antwon Trinh , 24, and Quoc Boa Trinh, 27.

Quoc Boa Trinh, an alleged ringleader, is charged in three separate indictments with conspiring to sell ecstasy and marijuana and money laundering.

His parents and brother are charged with conspiring to possess with intent to distribute marijuana.

Boston lawyer Michael C. Andrews, who is representing Quoc Boa Trinh, said his client works at his father's convenience store, TJ Variety, and is "a hard-working young man from a good family."

His client is "looking forward to his day in court," Andrews said.

A neighbor of the Trinhs said they "were very nice people."

"I don't know much about them, but we never had any trouble," the neighbor said.

The family had lived in the house for more than two years, the neighbor said.

But affidavits filed in federal court offered a different portrait.

A witness told investigators that Quoc Boa Trinh wore a bulletproof vest, owned a couple of guns, and obtained up to 300 pounds of marijuana a week from his supplier, Tan Dinh Phung, 43, of Dorchester. Phung was also arrested yesterday.

Last night, investigators were searching for Hung Van Le, 37, of Revere and Van H. Nguyen, 25, of Dorchester.

Affidavits also assert that Nguyen and another man indicted , Long T. Vu, picked up 40,000 ecstasy pills in Buffalo in December. They were stopped by Massachusetts State Police, who seized the drugs. Vu, 23, of Christy Lane in Randolph, is in custody.
