can they be grown under a hps light thats on 24/7?

yup, but they would flower right away 18/6 + 24/0 = flower 12/12 = veg the light hours are reversed

so its alright to start them under the grow light and then move them outside once they sprout.

I have done that in winter but unless it's real cold were you are I don't see why you wouldn't just start them outside.
I've also noticed when keeping them under hps they burn quite easily when in the hook stage.
