 Pulsed plasma / directed energy weapons

Can anybody point me in direction of information on how these devices are built?
A tek for a home-made directed energy weapon would be ideal. Which would be the simplist design? I imagine a laser of a microwave type might be?
I'm just planning on building one to satisfy my megalomaniac tendencies.

Watch the 1984 film, The Terminator. The Terminator goes into a gun shop and asks for a phased plasma rifle in the 40 watt range. These weapons work just like in the futuristic sequences in the film. Even though the weapon fires a beam of plasma, the plasma travels slowly enough that you can film cool slow motion sequences where heroic types jump over the beams while shouting, "NOOO!"
Briefly, during that scene you get a "subjective perspective" from the Terminator and there is a layout for these weapons in his vision, but he decides against building one.

PS - Seriously, check patent information. You're asking a public forum about potentially advanced military technology.
