I saw something like that a long, long time ago that was cheaply made. Looked like a projector lamp followed by a slowly spinning fan located in the top corner of the hall. As the fan blades slowly spun, the long shadows than ran down the wall would slowly "turn" making it feel like you were inside a spinning tube.

I went through one of those, it really made me feel like i was about to fall off the platform. haha I was wobbling all over the place trying to get to the other side
