"Read The Bills Act", what do you think?

Anyone who's ever bothered to look through the law, or look for something specific, is undoubtedly amazed by the sheer volume of text. Its huge! Begging the question of whether we need such a large body of law to lay out the role of the federal government, which seems deceptively small when you realize the actual code delegates much of the law's substantive effects to regulations drafted by agencies to be published in the federal regulations- not code, I wonder if its wise to have these things voted on by people who don't read them? We've all heard about the Patriot Act, and the claims that noboddy read the darn thing except the folks who wrote it.
At the very least, I would think a requirement that bills be read before they're passed, except in special circumstances, would provide some motivation for folks to actually read what they're voting on, and would have the collateral benefit, in my opinion, of stopping jackasses from proposing and passing ever-increasing amounts of law.
An act championed, as mentioned in the title, would attempt to require folks to read their bills, to wit:

To this end we have created the “Read the Bills Act (RTBA).” RTBA requires that . . .
* Each bill, and every amendment, must be read in its entirety before a quorum in both the House and Senate.
* Every member of the House and Senate must sign a sworn affidavit, under penalty of perjury, that he or she has attentively either personally read, or heard read, the complete bill to be voted on.
* Every old law coming up for renewal under the sunset provisions must also be read according to the same rules that apply to new bills.
* Every bill to be voted on must be published on the Internet at least 7 days before a vote, and Congress must give public notice of the date when a vote will be held on that bill.
* Passage of a bill that does not abide by these provisions will render the measure null and void, and establish grounds for the law to be challenged in court.
* Congress cannot waive these requirements.

It's not just that no one read the patriot act, they were never even given a chance. They voted on it when it was still warm from off the printer. No one was to read it at all.

It does make sense, however, our current "representative democracy" would never pass a bill such as this. The current makeup of Congress would not have the patience nor the competence to read the legislation itself.
I believe there is another "Write the Bills Act" which further expands the above by demanding that the actual representatives write the legislation they bring to the floor (imagine that).
Here is a pinball game at the state level....

Yeah, and if they want to discipline any of the representatives for this appalling lack of integrity, they all vote on it!
Why even respect law anymore?
