Its clearly a glowing ghost mushroom, appearing to give you a mystical message from beyond. 
Actually, its probably just some lint or dust either on the film or lens. Could also be a pinpoint of light coming through the trees which was turned into a 'shape' of sorts, due to the long exposure time. It looks like whoever took that photo didn't have a very steady hand, which would make lights 'squiggle' like that.

its a street light, but it turned out to be the shape of the mushroom!
I was all unsteady because i had just woke up, and the darker it is the longer my shutter stays open.
It totally embodied this song:
