Not sure where you are going with this, but the mysticism surrounding the quantum measuring/observing phenomenon is totally misunderstood.
Imagine sticking an anemometer (wind speed measuring device) in a gale. The metal cups of the anemometer will have an effect on individual air molecules due to its resistance and inertia (mass), but by and large will be reasonably accurate.
Now use the same device on a single air molecule and the measuring device will certainly have an impact by stopping or severely diminsihng the air molecule's speed.
ANY attempt to measure (a better word than observe) will necessarily effect an atomic particle.
Here is where people get messed up. If light waves are already bouncing off some object, it makes no difference whether there is a human 'observing' the activity or not.
It is the interference of the measuring device, not consciousness or awareness that has the effect.

The change in behaviour will only be predicated upon their own thoughts not by the actual observation.
Put them behind a two-way mirror and they will be unable to tell if there are observers or not.
